Allyne Winderman, Chairperson Ms. Winderman is the Director of Rent Stabilization and Housing for the City of West Hollywood. She provides leadership to the Department in the preserving existing affordable housing, fair regulation of rental housing, maintaining the quality of the existing housing stock, increasing housing supply including the creation of new housing for low- and moderate-income households, and the revitalization of the East Side Redevelopment Project area. As the Rent Stabilization and Housing Director, Winderman has been instrumental to the development of the West Hollywood Gateway; commercial and residential rehabilitation programs; affordable housing projects including Palm View and Havenhurst; and important revisions to the Rent Stabilization Ordinance. A licensed architect, Ms. Winderman previously worked as an architect in Tokyo for Arata Isozaki & Associates and as an Architect and Senior Planner for the Community Redevelopment Agency.

Glenn Sanada, Vice Chair Mr. Sanada is a Senior Program Manager with the California Community Economic Development Association. Mr. Sanada has over twenty-five years of experience in the Housing and Economic Development field in Los Angeles. His Community activities include membership in the Los Angeles Community Development Department, Industrial and Commercial Development Division’s Loan Committee, participation as the Mayor’s representative on the City of Los Angeles Linked Banking Oversight Committee, previous participation of the Local Initiative Support Corporation’s LA Advisory Board. Mr. Sanada also served on the Southern California Association for Non Profit Housing Board of Directors for six years and as Chair of the organization’s annual conference for four years.

Paul C. Hudson, Treasurer Mr. Hudson in President and Chief Executive Officer of Broadway Federal Bank, the largest and only publicly traded African American bank west of the Mississippi. Mr. Hudson is a past President of the Los Angeles NAACP and past Chariman of the Los Angeles Community Redevelopment Agency. He serves on the Board of the California Bankers Assocation, Los Angeles Universal Preschool, Phillips Graduate Institute, Alliance for College-Ready Public Schools and Community Build, Inc.

Sarah Garland, Secretary Ms. Garland is the National Director of Multifamily Affordable Housing for Fannie Mae located in Pasadena, California. Ms. Garland is responsible for the management of the Fannie Mae Forward Commitment Program for Affordable Housing. Additionally, she manages product development and marketing for the Multifamily Affordable Housing Channel within Fannie Mae. Prior to joining Fannie Mae in 2000, Ms. Garland was a Vice President at Wells Fargo Bank’s Community Lending Division in Los Angeles, California.

Carl Ballton Mr. Ballton serves as the President and Chief Operating Officer of the Union Bank Foundation. In addition, he serves as the chairman of the Board of Directors of Crystal Stairs, Inc., is a member of the Board of Directors of Goodwill Industries of Southern California, and serves on the Alumni Board of Governors of Occidental College. Mr. Ballton also serves on the Board of Directors of the Southern California Association of Philanthropy, and is a member of the Corporate Advisory Boards of both the United Negro College Fund in Los Angeles and the Greater Los Angeles African American Chamber of Commerce.

Alice Carr Ms. Carr is currently the Field Market Director of California for Citibank Community Development. Prior to becoming the director, she served as a loan officer with Citibank and California Federal Bank’s Multifamily Affordable Housing Group. Her other affordable housing experience includes working at the Low Income Investment Fund in San Francisco. At Citibank, Alice currently manages a team of loan officers and analysts who originate and underwrite a wide variety of residential, commercial and mixed-use community development properties throughout California. These projects utilize a variety of subsidies including Low Income Housing Tax Credits, Tax-Exempt Multifamily Revenue Bonds, annually renewable Section 8 contracts, HOME/CDBG funds, redevelopment funds, the Affordable Housing Program, and Shelter Plus Care, among others. Projects vary in structure and size, ranging from 100% affordable, restricted rent multi-family complexes to mixed-use developments with large or small retail components.

John R. Dale, Aia Mr. Dale is the Associate Principal and Studio Designer for the K-12 studio of Fields Devereaux Architects and Engineers. His educational projects have been honored with numerous awards at the national, state and local levels. An experienced communicator, John Dale has lectured and taught at MIT, UCLA, California State Polytechnic University, Pomona and participated symposia, design reviews and competition juries. He is currently teaching a Topic Studio at USC’s School of Architecture where he is a regular instructor. His articles and projects have appeared in books and monographs as well as journals, including: LA Architect, Spazio e Societa/Space and Society Magazine, Architectural Record, and the LA Forum for Architecture and Urban Design Newsletter (on line).

Mary Salinas DurÓN Ms. Durón is Executive Vice President of the National Multicultural Sales Division of Countrywide Home Loans, Inc. She also directs Countrywide’s House America initiatives, which include affordable housing and community partnership programs. She has served as a director or member of organizations including: the Congressional Hispanic Caucus Institute; the National Association of Affordable Housing Lenders; the American Homeowners Education and Counceling Institute; the National Association of Hispanic Real Estate Professionals, the Coalition for Women’s Economic Development; Leadership California; the Angeles Girl Scout Council

Kenneth Krug Mr. Krug is a Partner in the real estate department of the Los Angeles office for Paul, Hastings, Janofsky & Walker LLP. Mr. Krug has been the principal California lawyer for a major national syndicator of low-income housing tax credits and has structured and negotiated the acquisition of more than 150 real estate projects which qualified for the low-income housing tax credit, either through the competitive allocation of the tax credits or the financing of the project with the tax exempt bond financing. Mr. Krug has also represented banks and other institutional investors in connection with the private placement and credit enhancement of tax exempt municipal bonds.

Renata Simril Ms. Simril is a Vice President with Forest City Development. She has an extensive background in real estate development from both the public and private perspectives. Prior to joining Forest City, Ms. Simril served in the Hahn Administration as his Deputy Mayor for Housing and Economic Development. Prior to being appointed to the Mayor’s Executive Staff, Ms. Simril was Vice President for Genesis LA Economic Growth Corporation, a private, not-for-profit organization that facilitates private sector investment in underserved communities throughout Los Angeles County. Before joining Genesis LA, Ms. Simril was Director of Development for LCOR Public/Private, Inc. in Los Angeles. Ms. Simril also served as the Deputy for Redevelopment activities under former Los Angeles City Councilman Mark Ridley-Thomas where she managed the implementation of all aspects of the District’s redevelopment policies and economic development priorities. Ms. Simril also teaches Urban Infill Development for USC School of Policy Planning and Development.

Luis Valenzuela Mr. Valenzuela serves as the Executive Vice President of NAI Capital, Inc. and manages the Compton Office. He has more than 20 years experience in commercial real estate brokerage and development. Mr. Valenzuela is a former member of the Board of Directors of several non-profit community-based corporations: Congressional Hispanic Caucus, Inc., Westminster Neighborhood Association, Inc., Puente Learning Center of Boyle Heights, ADVANCE of San Gabriel Valley, and Operation Hope Southeast. He has also served on the Housing Linkage Task Force for the City of Los Angeles, and the Citizen’s Panel that reviewed the leasing policies and procedures of the City.

Mark Winogrond, Faicp Mr. Winogrond is the Principal of Planmark Associates, where he assists municipal organizations and academic institutions in land use strategy and analysis. He served as the Interim Director of Planning for the City of Los Angeles in 2005-2006. Prior to Planmark, Mr. Winogrond served as the Chief and Administrative Officer of Culver City and the Executive Director of the Culver City Redevelopment Agency. Mr. Winogrond serves as a member of the California Planning Roundtable and was inducted into the College of Fellows of the American Institute of Certified Planners. He has been a member of the Boards of Directors of the Westside Urban Forum, the Los Angeles Free Clinic, and the West Hollywood Homeless Organization (now P. A. T. H.).
